The public information meeting regarding the Elazığ Integrated Health Campus Project was held on December 18, 2014, at the Provincial Directorate of Health meeting hall. The meeting was attended by Provincial Health Director Specialist Dr. Selahattin KARAKOÇ, Secretary General of the Public Hospitals Union Specialist Dr. Tarkan ÖZDEMİR, Boğaziçi University faculty member Prof. Dr. Cem AVCI, Elc Group Company Representative Dr. Işıl GÜLTEKİN, Sıla Danışmanlık A.Ş. Owner İhsan ŞAHİN, Rönesans Medikal İnşaat Projects Director Altar KILINÇ, Elazığ Sağlık Yatırım A.Ş. Project Manager Cihan ÇETİN, and neighborhood headmen from Elazığ.
During the meeting, Specialist Dr. Selahattin KARAKOÇ stated that the Elazığ Integrated Health Campus Project had officially commenced on August 26, 2014, as part of the Health Transformation Program initiated in 2003. He explained that the project would be implemented under the Public-Private Partnership (PPP) Model, based on a long-term contractual relationship between the government and a private company group for the provision of investment and healthcare services.
İhsan ŞAHİN, representing Sıla Danışmanlık A.Ş., provided information about the Health Campus and stated that although the project was originally scheduled to begin in 2013, certain legal challenges had delayed its commencement until August 26, 2014. He noted that 35% of the excavation work had already been completed and that the campus was planned to be completed within a maximum of 36 months. He also emphasized that the Health Campus would have sufficient capacity to provide healthcare services not only to Elazığ but also to neighboring provinces such as Malatya, Tunceli, and Bingöl.
It was also announced that the website www.pppelazighastanesi.com would soon be launched, providing access to detailed information about the Health Campus. Citizens would also be able to submit their requests, suggestions, and complaints through the website.
Campus Details
The Elazığ Integrated Health Campus covers an area of approximately 347,000 m² and consists of two hospitals and an Oral and Dental Health Clinic, with a total planned capacity of 1,038 beds.
The campus includes:
- 888-bed Main Hospital
- 150-bed High-Security Forensic Psychiatry Hospital
- 60-unit Oral and Dental Health Clinic
The Main Hospital consists of:
- 493-bed General Hospital
- 299-bed Women’s Health and Pediatrics Hospital
- 96-bed Psychiatry Hospital
The campus also includes:
- Healthcare Support Facilities
- Technical Services Building
- Helicopter Landing Platform
Prof. Dr. Cem AVCI from Boğaziçi University stated that Environmental and Social Impact Assessments had been conducted as part of the project. He explained that physical, biological and natural, as well as cultural environmental factors had been evaluated.
Rönesans Medikal İnşaat Projects Director Altar KILINÇ also presented technical and financial information about the project.
The meeting concluded with a question-and-answer session in which neighborhood headmen had the opportunity to ask questions and share their views regarding the project.
